?Iraqi oil minister Hussein Shahristani funds the KRG oil deals after his ministry reviews the deals,? said Iraqi MP on oil and gas committee Bayazid Hassan.
According to Hassan, Iraqi government pays companies interesting rate if the Kurdish deals are transparent, if not Iraq pays the rate from the 17 percent of the KRG budget.
Kurdistan Region exports 100 barrels of oil per day (bpd) and it is likely to increase it to 150 pbd by end of 2010.
The KRG oil income per year would reach US$555 millions if each barrel sold by US$70, Hassan said.
He concluded with saying block of Kurdish oil export would harm the Iraqi economy.

Present in the conference was the Kurdistan Regional Government (KRG) Prime Minister Barham Salih, in addition to the representatives of most of the Iraqi provinces, as well as foreign characters.
Dominique Belloni of the IRI said in a press statement that the convention was held on the request of the Iraqi provinces to find solution to the domestic issues in the country.
We want to have an open debate regarding federalism and point out its effectiveness in developing investment in Iraq, Belloni said.
For his part, KRG Prime Minister Barham Salih said "federalism has been established in Iraq, now its implementation is on the table."
Federalism can save Iraq from poverty, Salih said, before adding that "the advancement of Kurdistan Region is the advancement of Iraq as a whole, we all share this country, therefore we have to defend the achievements"
The conference will last two days.
Regarding the KRG-Baghdad disputes Salih said the solution to the issues will be sought after Iraq's parliamentary polls.
Some of the issue can be resolved now, but the solution to the major issues will be after polls, Salih added.
Iraqi parliamentary polls will take place on March 7, 2010.
There are many issues lingering between the KRG and the central government of Iraq which include; the disputed areas, article 140 of the Iraqi constitution, Peshmarga forces, and oil contracts.
"We have tried to solve the financial issue between KRG and Baghdad, and good steps have been taken in this regard. As for oil, we have to offer a proposal stating the solution to the issue. And we think the constitution is crucial to the resolution of the issues" the Kurdish Prime Minister noted.
Regarding the resumption of exporting oil from Kurdistan Region oil fields Salih said the issue required coordination between KRG and Baghdad.
"We are now reconsidering a number of subjects with Baghdad, but out of reach of media" Salih noted.

SULAIMANIYA, Iraq, Jan 17 (Reuters) - The government of Iraqi Kurdistan said on Sunday it wanted to reach an amicable agreement with the Baghdad government over the sharing of oil revenue so it could resume exporting crude.
In a statement responding to a call from Prime Minister Nuri al-Maliki to settle a dispute between Iraq's Arabs and Kurds over the country's oil wealth, the Kurdish Regional Government (KRG) said it was considering publishing contracts it has signed with foreign oil companies.
"The KRG is willing to enter a serious dialogue about the subject, and we are willing completely and in the interest of the Iraqi people to renew exports of crude oil from KRG fields at a level of no less than 100,000 barrels per day," it said.
The statement added that the Kurdish regional authorities hoped to boost output to 200,000 barrels per day this year and attain an output capacity of 1 million bpd within the next four years.
Iraq's Kurdish region is believed to be rich with oil reserves but development has been stalled by disagreement between the Arab-led government in Baghdad and the semi-autonomous Kurdish authorities over revenue.
The KRG has signed production sharing agreements with a string of foreign companies, including Norway's DNO and Turkey's Genel Enerji, but Iraq's Oil Ministry considers those deals illegal.
"In order to show our seriousness about the subject, we are contemplating publishing the ratified contracts with DNO and Genel," the KRG said.
Prime Minister Maliki on Jan. 3 called for an end to the row over oil after he met with new KRG Prime Minister Barham Salih.
The Iraqi government briefly allowed the KRG to start exporting oil from two fields, Taq Taq and Tawke, over the summer but its refusal to pay the private firms running the oilfield projects led to the suspension of the exports.
The dispute over oil is part of a larger stand-off between Baghdad and the Kurdish region over disputed territories in Iraq's north that U.S. military officials fear could one day lead to Iraq's next broad conflict.
At the heart of the dispute lies the city of Kirkuk, which sits over a vast sea of oil and is claimed by the Kurds as their ancestral capital. The city's Arab and Turkmen population fiercely oppose Kurdish aspirations to have Kirkuk wrapped into their northern enclave, which has enjoyed virtual independence since after the 1991 Gulf War.
Salih was Maliki's deputy prime minister before taking up the KRG position. Analysts had predicted that his knowledge of national politics, diplomatic skills and personal connections might lead to a reduction in tensions between the two sides.
The federal government's hand has been strengthened recently against the Kurds by the success the Oil Ministry has had in securing agreements with international oil companies to develop oilfields south of the KRG border.
If successful, those deals could boost Iraqi national output to 12 million bpd, rivalling top producer Saudi Arabia, from 2.5 million bpd now, making Kurdish crude exports less important for a government that relies almost entirely on oil for revenue.

In a statement, Mr. Prime Minister Nuri al-Maliki to the media day on Sunday 3/1/2010, which came after the deliberations of sovereignty with the Prime Minister of the Kurdistan Region, Dr. Barham Salih, who said sovereignty that "the time has come to open a file the oil contracts with Kurdistan region and resolution flexibility, realism reservation rights and interests in these contracts. " He stressed that "oil revenues will be part of Iraq's imports which are distributed equally to all Iraqis," and further to this statement, we believe it to be clarified as follows:
1 - Once again we stress our stated position that we believe that the proceeds of oil in the Kurdistan region will be all the Iraqi people to be distributed with the rest of Iraq's oil revenues fairly through legislation and law distribution of the proceeds as stated in the Constitution, so we concur with that stated by Mr. President Minister.
2 - It is noted that the Prime Minister to open the file confirms oil contracts with the region and resolution. That the KRG is ready to engage in serious dialogue about this topic as well as we are fully prepared for the benefit of the Iraqi people to resume the export of crude oil from fields in the region and in quantities not less than (100) thousand barrels / day and work to increase as soon as possible to more than (200) thousand barrels / day in the course of this year.
3 - that the status quo imposed on us, although there are different points of view, dealing with one of the points of disagreement on the proportion of profit allocated to the contractors that Nrtoi immediately resume the export process to allocate a certain percentage of oil producer and exporter of contractors involved in the region to cover actual expenses, and this creates appropriate and positive atmosphere to begin at the earliest opportunity to discuss other outstanding issues, particularly to make way for all to understand and absorb part of the contracts by the province and in particular the issue of how to allocate the amount of profit for the contractors, as compared to the acceptable practice in the international oil industry in the areas of exploration and production, and to indicate the seriousness of our readiness of the subject we decided to publish the contracts with the company (DNO) and company (GENEL) to facilitate discussion and to show transparency and economic feasibility of such contracts for all.
4 - I do not mind that we have received Sumo (SOMO) of oil produced by companies operating in the region, to be deposited in SOMO (SOMO) the proportion of revenue derived from oil region either in the calculation of the province to be transferred to the companies involved or give it a SOMO (SOMO ) directly to them that does not exceed the limits of the amounts invested by them and according to the schedule set forth below, and the rest of the proceeds deposited in the calculation of the federal government.

6 - In order to make things easier, we consider it necessary to form another committee comprising representatives of the Ministry of Natural Resources and SOMO (SOMO) and each of these two companies (DNO) and (GENEL) to make sure of the quantities of oil produced and exported by them, as well as make sure of the returns is aggregated by Sumo (SOMO) on sales of oil exported by these companies in order to calculate the benefits listed above are accurate and fair.

A - despite the fact that the primary production begins hundred thousand barrels of oil a day, but production will increase gradually and continuously to one million barrels per day during the next four years.
B - the expected oil revenues received by the federal government of the oil produced in the region during the next five years, beginning in (2010) to the (2014) and, respectively, would be (2.75) billion, (8.23) billion, (12.45), (18.27) billion dollars (25.62 billion) while total expenditure will be the actual contractors during the same period a year are respectively (1.4) billion, (0.9) billion, (1.05) billion, (1.2) billion, (1.4) billion dollars, by the federal government (Ministry of Finance) will receive net proceeds of the companies operating in the region during the next five years and by more than (67) billion dollars and the amount retrieved at least (6) billion dollars to companies or contractors in Kklv.
T - In 2015 and beyond will be an annual total revenues of more than (27) billion dollars and a cost of no more than (1.5) billion dollars annually.
That the proceeds from oil production in the region will lead to the lifting of the general economic level and increase the welfare of citizens in Iraq, and because of the Territory's participation in the oil sector and all this in the interest of all the components of the Iraqi people, so we call upon the federal government to serious dialogue to reach a comprehensive agreement in the interest of Iraq as a whole.

4 - I do not mind that we have received Sumo (SOMO) of oil produced by companies operating in the region, to be deposited in SOMO (SOMO) the proportion of revenue derived from oil region either in the calculation of the province to be transferred to the companies involved or give it a SOMO (SOMO ) directly to them that does not exceed the limits of the amounts invested by them and according to the schedule set forth below, and the rest of the proceeds deposited in the calculation of the federal government.
5 - Companies today are concerned (DNO) and Norwegian (GENEL) Turkish, and we are ready to form a Finance Committee comprising representatives from the Federal Ministry of Finance and Ministry of Finance of the province, as well as representatives of the companies involved to make sure of the actual expenditure invested by them and auditing them.
6 - In order to make things easier, we consider it necessary to form another committee comprising representatives of the Ministry of Natural Resources and SOMO (SOMO) and each of these two companies (DNO) and (GENEL) to make sure of the quantities of oil produced and exported by them, as well as make sure of the returns is aggregated by Sumo (SOMO) on sales of oil exported by these companies in order to calculate the benefits listed above are accurate and fair.

T - In 2015 and beyond will be an annual total revenues of more than (27) billion dollars and a cost of no more than (1.5) billion dollars annually.
That the proceeds from oil production in the region will lead to the lifting of the general economic level and increase the welfare of citizens in Iraq, and because of the Territory's participation in the oil sector and all this in the interest of all the components of the Iraqi people, so we call upon the federal government to serious dialogue to reach a comprehensive agreement in the interest of Iraq as a whole.

15/2 2010 15:41 butterboy 025908 Jeg er selv DNO aktionær, og håber og tror det bedste. Men der var en artiekl i The Economist, der fik mig tila t spærre øjnene op. Der er angiveligt en "haård" grænselinjen mellem de kurdisk kontrollerede områder og de områder der kontrolleres af Iraks nationalregering. Flere gange har man været tæt på episoder, og der skal ikke meget til at antæde krudttønden. Amerikanerne har fosøgt sig med fælles patruljer mv, men amerikanerne er jo snart væk.
DNOs omrdåer ligger vist længere nordpå i Kurdistan, men man skal være klar over det er politisk høj risiko med en investering i DNO.

Kurdistan and Baghdad have been at loggerheads for months over oil deals Kurdistan signed independently with foreign firms. The Arab-led government in Baghdad refuses to pay the firms, and oil exports from Kurdistan stopped last year.
One problem is a lack of transparency in the deals, Baghdad lawmakers say, and the contracts' publication on the internet may help defuse the row. The Kurdish authorities have already sent copies of at least two contracts to Baghdad as both sides talk increasingly, ahead of a March 7 election, of an accord.
"The sooner we compile and scan them, they will be out," Kurdish natural resources minister Ashti Hawrami told Reuters in an interview on Sunday, referring to deals with some 38 firms currently working in Iraqi Kurdistan.
Small firms including Norway's DNO (DNO), Genel Enerji of Turkey and London-listed Heritage Oil (HOIL) have struck production sharing agreements in the largely autonomous northern Kurdish region. The central government in Baghdad prefers service contracts, for which developers receive a set fee for each barrel of oil produced.
Questions were raised about Kurdistan's agreements with foreign firms last year, when the Oslo bourse revealed details of a murky share deal between DNO and the Kurdistan Regional Government (KRG). The KRG denied any wrongdoing.
Kurds want the central government to pay the oil companies working in Kurdistan, but Baghdad insists the KRG pay from its annual cut of the national budget.
KURD-ARAB THAW?
Tensions between Kurds and the Arab-led government in Baghdad over contracts and larger issues about resources and land are seen as a major threat as Iraq emerges from years of sectarian war since the 2003 U.S. invasion.
Hawrami has in the past used interviews to rail against the Baghdad government, but his latest comments were more diplomatic, perhaps a sign of sensitivity ahead of the March 7 parliamentary vote, after which the Kurds will seek allies.
Baghdad's hand in the dispute has also strengthened, after the Oil Ministry signed a raft of deals last month for oilfields outside Iraqi Kurdistan that may turn Iraq into one of the three top global oil producers.
Kurd-Arab ties seemed to thaw recently, and Oil Minister Hussain al-Shahristani said last week that he expected oil exports from Kurdistan to resume within days [ID:nLDE619139].
Hawrami, however, said the Kurdish regional government had still not received a message from Baghdad about exports, which Kurdish leaders had targeted at 100,000 barrels per day.
"We have not formally, as far as I'm aware, received any written response from the office of the prime minister in Baghdad, but we're expecting that," he said.
When asked whether Kurdish authorities would use their 17 percent share of the budget to pay companies, Hawrami said: "No, absolutely not."
Hawrami estimates there are 45 billion barrels of recoverable reserves in Kurdistan, adding that he expected 11-12 new wells to be dug this year. Iraq's total reserves are estimated at 115 billion barrels -- the world's third largest.

The Financial Services Authority (FSA) has fined Mehmet Sepil, the chief executive officer of Genel Enerji, a Turkish oil exploration company, £967,005 for dealing in the shares of UK listed Heritage Oil Plc (Heritage) on the basis of inside information.

Iraq's Maliki sees coalition with Shi'ite rivals

BAGHDAD (Reuters) ? Iraqi Prime Minister Nuri al-Maliki acknowledged on Sunday that he would probably need partners to gain a majority after the election on March 7, and said he was ready to join with Kurdish or other Shi'ite groups.
"Alliances in forming the coming government are a must," he said in remarks carried by the state-owned National Media Center.
"Coalition with the Iraqi National Alliance (INA) and the Kurdish coalition is an important issue in building the country. These blocs enjoy historical relations that the political process and national unity need."
